Direct answer: in the Algarve today, a turnkey house can be delivered in one of two ways: build from scratch (an Ecoimport Wood modular Passive House from €1,750/m² incl. VAT, 6-9 month timeline, Class A guaranteed) or buy a ready-made villa (market prices of €3,500-8,000/m² depending on location and finishes — Engel & Völkers, Savills, OLX). This guide answers exactly one question: which of the two routes makes more sense for you, with realistic prices, timelines, guarantees and concrete examples by council (Loulé, Albufeira, Faro, Vilamoura, Silves, Tavira, Lagos).

“Turnkey” is one of the most searched terms among people who want a new home in the Algarve — and at the same time one of the least clearly explained by the advertisers themselves. Some use it to sell finished villas ready for completion; others to describe a from-scratch build with full project management (design, licensing, construction and finishes). Buyers end up lost between estate agency listings, proposals from modular builders and warnings about hidden costs.

In this article we give you an honest picture of the Algarve market as it stands: what each route costs, what is included in each, realistic timelines by council, and where the contract traps lie that turn a proposal advertised at €1,450/m² into one that ends up costing €2,100/m². We speak first to those who want to build on their own plot, but also to those who would rather buy a ready-made villa and need to understand the right balance between price, efficiency and future resale value.

What is a turnkey house in the Algarve (a clear definition)

Legally, “turnkey” (chave-na-mão in Portuguese) describes a contract in which the builder or seller hands the client a habitable house on a single date, with no outstanding works and all legal paperwork in order. In practice, there are two completely different models in the Algarve:

  • Turnkey new build — the client owns a plot and hires a company that handles the architectural and engineering designs, licensing at the câmara municipal (municipal council), construction, finishes, utility connections, the licença de utilização (occupancy licence) and the energy certificate. The house is handed over new, habitable and fully legalised.
  • Buying a ready-made villa — the client acquires an existing property (new or resale), with the deed, occupancy licence and energy certificate already issued. The process involves a CPCV (promissory contract of sale), financing and the public deed signed before a notary.

Important: “turnkey” does not always mean “all-inclusive”. Many building contracts leave out external works, swimming pools, licensing fees or utility connections — items that can add 15-30% in extra costs at the end of the build. It is essential to read the contract in detail and insist on an annex listing every item by brand, model and reference. At Ecoimport Wood, the €1,750/m² price includes all of these items with no small print — design, licensing, Passive House envelope, building services, finishes, solar panels and the occupancy licence.

Realistic prices in the Algarve today — build vs. buy

Comparing routes means comparing real prices, not just advertised ones. The table below sets out the main options currently available in the Algarve:

RoutePriceTimelineEnergy classCustomisation
Ecoimport Wood — build a modular Passive HouseFrom €1,750/m² incl. VAT (fixed)6-9 monthsA guaranteedFull
Traditional construction (brick) — market€1,850-2,500/m² (with overruns)14-24 monthsTypically B to AHigh
Buy a resale villa, Class B/C — market€2,500-4,500/m² (inland Algarve)ImmediateTypically B/CNone
Buy a new ready-made villa — market€3,500-6,000/m² (Algarve coast)ImmediateTypically A+Low
Buy a luxury villa (Vilamoura/Vale do Lobo) — market€6,000-14,000/m²ImmediateVariableNone

Critical note: the €1,450-1,850/m² range quoted by several builders on the market typically refers to Passive House panel-frame solutions without full finishes. If a builder promises €1,450/m², get written confirmation that MVHR (mechanical ventilation with heat recovery), solar thermal panels, a fitted kitchen, complete bathrooms and — above all — the issued occupancy licence are included. Without these items, the final price easily climbs to €2,100/m². We cover this topic in detail in modular house prices in the Algarve.

Turnkey houses in each Algarve council

The Algarve is not a uniform market. Land prices, licensing times at the municipal council and planning restrictions vary significantly from one council to the next. This quick guide sums up what you need to know to steer your decision in each area.

Loulé (Almancil, Vale do Lobo, Quarteira, Alte)

The most dynamic council in the central Algarve, with building land ranging from €40k (inland Alte) to €500k+ (near Vale do Lobo/Almancil). The PDM (municipal master plan) is demanding and the average licensing time is between 6 and 10 months. Containment zones for short-term holiday lets (AL, alojamento local) apply in some parishes. We break down prices by parish in modular house in Loulé.

Albufeira (Guia, Paderne, Ferreiras, Olhos de Água)

Land from €40k (inland Paderne) to €600k (Olhos de Água coastline). Strict AL containment zones along the entire coastal strip. Typical licensing time between 7 and 10 months. Full guide by parish in modular house in Albufeira.

Faro (Sé, São Pedro, Estoi, Montenegro)

Land from €60k (rural Estoi) to €250k (urban São Pedro). It is the council with the best ITED (telecoms) and sewerage infrastructure and is therefore popular for primary residences. Licensing time between 5 and 7 months — among the fastest in the Algarve.

Vilamoura / Quarteira (part of Loulé)

Premium segment, with land between €250k and €1,500k. Licensing can take 8-12 months owing to specific architectural requirements in the PDM (materials, levels, landscape integration). This is the area where the “build vs. buy” comparison weighs most heavily in favour of building — the price gap compared with ready-made villas advertised at €3,000,000 is significant.

Silves (Silves town, Armação de Pêra, S. Bartolomeu, Alcantarilha)

Land from €30k (rural inland) to €180k (Armação de Pêra). Average licensing time between 5 and 8 months — among the fastest in the Algarve. Detailed guide in modular house in Silves.

Tavira (Sé, Santiago, Cabanas, Santo Estêvão)

Land between €50k and €250k. Licensing time between 6 and 8 months. Heritage protection zones apply in the historic centre (Sé), restricting changes to façades. Santo Estêvão is a parish with growing demand for family homes.

Lagos (S. Sebastião, Santa Maria, Odiáxere)

Land from €80k (Odiáxere) to €350k+ (coast). Average timeline of 7 to 9 months. A strongly international segment — British, Dutch and German buyers.

Portimão (Alvor, Mexilhoeira Grande)

Land between €60k and €250k. Licensing time between 6 and 9 months. A good option for holiday letting, especially around Praia da Rocha and Alvor.

Aljezur (Aljezur, Bordeira, Odeceixe)

A niche segment (nature, the Vicentine coast). Land between €30k and €120k. Licensing time between 6 and 9 months. Many environmental restrictions within the Southwest Alentejo and Vicentine Coast Natural Park.

What is included in an Ecoimport Wood turnkey build (an objective checklist)

A turnkey proposal only deserves the name if it hands over a house that works. Our contract includes the following items, with no small print — the very ones many competitors leave out:

  • Architectural and engineering designs (RJUE building regulations, PDM, ITED telecoms, SCIE fire safety, gas, water, structural, thermal and acoustic).
  • Licensing at the municipal council, including fees and administrative charges.
  • Reinforced concrete foundations and slab with XPS insulation.
  • Passive House envelope with 250-300 mm of continuous insulation (mineral wool or blown cellulose).
  • High-performance windows and doors: PVC or aluminium frames, low-e double or triple glazing, U ≤ 1.0.
  • MVHR — mechanical ventilation with heat recovery at ≥85% efficiency.
  • Standard fitted kitchen: units, worktop, extractor hood, hob, oven, fridge and dishwasher.
  • Complete bathrooms: sanitaryware, taps, shower trays or baths and bathroom furniture.
  • Flooring, wall finishes, painting and suspended ceilings with LED lighting in hallways.
  • Solar thermal panels (required by law) and provision for a heat pump.
  • Connections to the public water, electricity and sewerage networks (up to 50 m from the plot boundary).
  • Class A energy certificate guaranteed by contract.
  • Licença de utilização (occupancy licence) issued by the municipal council.
  • 10-year structural warranty, 2 years on finishes and 1 year of free technical support.

What is NOT included (full transparency):

  • Land — a separate purchase, made independently via CPCV and deed.
  • Swimming pool — quoted separately (€15-25k for a 5×2.5 m concrete pool; €25-45k for 8×4 m with solar heating).
  • Landscaped garden, gates and external boundary walls.
  • Furniture (apart from the fitted kitchen).
  • Premium home automation (optional, quoted separately).

We go through each item, with practical examples, in what turnkey includes.

Build from scratch vs. buy a ready-made villa: which should you choose?

There is no one-size-fits-all answer. The choice depends on three variables: timeline, budget and specific requirements (energy, customisation, exact location). This table helps steer the decision according to the buyer's profile.

For foreign investors — particularly British, German, Dutch and French buyers — the sums tip decisively in favour of building. We explain the specific process in modular house in the Algarve for foreigners.

How the Ecoimport Wood process works, step by step

From first contact to key handover, the process is split into eight verifiable milestones with indicative timings by week:

  1. Milestone 1 (weeks 1-2) — meeting and PIP if required. We review the caderneta predial (property tax record), site location plan and PDM. If needed, we submit a PIP (prior information request) to the municipal council.
  2. Milestone 2 (weeks 3-8) — architectural and engineering designs. We design the house around your plot and the agreed typology, with all technical engineering disciplines integrated.
  3. Milestone 3 (week 9) — submission to the council. We submit the complete application with designs, technical specifications and statements of responsibility.
  4. Milestones 4-5 (months 3-6) — council review. Between 3 and 5 months of technical review in the Algarve, depending on the council. We answer any requests for clarification at no extra cost.
  5. Milestone 6 (weeks 25-27) — permit issued and factory production. As soon as the permit is issued, our European factory produces the Passive House panels in 2 weeks under controlled industrial conditions.
  6. Milestone 7 (weeks 28-30) — delivery to site and assembly. Assembly on the foundation in 2 weeks — numbered panels with building services pre-installed.
  7. Milestone 8 (weeks 31-36) — services and finishes. Utility connections, flooring, kitchen, bathrooms, painting and solar panels.
  8. Week 37 — inspection, key handover, Class A and 10-year warranty.

Realistic total: 6 to 9 months. Far below the 14 to 24 months typical of traditional brick construction — no delays due to labour shortages, no stoppages due to material shortages and no night shifts to “catch up on the schedule”. We go into each phase in our step-by-step process.

Answering the most common objections

Over the last few years we have heard four recurring objections from people torn between building turnkey and buying a ready-made villa. Each one deserves an answer backed by numbers.

Objection 1: “Turnkey is always more expensive than managing the build yourself.” False. When you manage the build directly, you pay for materials + labour + coordination fees + any site waste + the risk of overruns. With turnkey, you pay a fixed price with penalties for delays. The total cost of ownership over 5 years (TCO) is almost always lower with turnkey, thanks to lower energy consumption and less maintenance.

Objection 2: “A modular house doesn't hold its value like a traditional one at resale.” False. Market data from recent years (idealista, Confidencial Imobiliário) shows that a Class A Passive House commands an 8-15% premium over the local average in comparable areas. We go into more detail in does a modular house lose value at resale?.

Objection 3: “Banks don't lend on modular homes.” False. Millennium bcp, Novo Banco, Santander, CGD and ActivoBank finance any house with an issued occupancy licence — modular or traditional. Typical LTV is between 80% and 90% for a primary residence. Full guide in turnkey financing.

Objection 4: “It only works for a primary residence.” False. Around 40% of our clients are foreign buyers building a second home for personal use and/or holiday letting. Passive House energy efficiency is decisive for long-term AL profitability. See foreign buyers in the Algarve.

Real examples: Villa Algarve and Villa Algoz

To anchor realistic expectations of price, floor area and surroundings, here are two reference models:

  • Villa Algarve — T2 + office, 145 m². A mid-size layout with an open-plan living room and kitchen, ideal for a couple working from home or a family with one child. Base price from €253,750 (house only, excluding land).
  • Villa Algoz — T3, 180 m². A complete family home with landscaped grounds, an 8×4 m pool and premium integration into the Algarve landscape. The upper tier, with full external works.

Both models are for reference only — your home is always designed around your plot, its solar orientation and the typology you want.
